1,015 Boko Haram terrorists Killed

The Nigerian Military said it eliminated over 1,015 Boko Haram terrorists in different encounters with the insurgents in the Northeast from April 4 till date.

The Chief of Army Staff (COAS), Lieutenant General Tukur Buratai, disclosed this on Sunday when he hosted the troops of Operation Lafiya Dole to Eid-El-Fitr luncheon at Military Control and Command Centre in Maiduguri.

Buratai said that the insurgents were neutralised since his arrival in the theatre to lead the troops under Operation KANTANA JIMLA within the period under review.

He said that some of the notable encounters since the commencement of the operation include that of Buni Gari, Gaidam, Minok, Dapchi, Baga, Dikwa, Awulari, Ajiri, Pulka, Ngoshe, Alafa and different parts of Sambisa Forest as well as Gajiganna.

He explained that the artillery airstrike and blockage operations conducted by troops at the Tumbuktu Triangles around Sambisa has been greatly successful.

He said that the troops succeeded in dislodging major camps of the terrorists at Mungusum, Gajirin, Talala, Buk, and Malumti among others under the operation.

“Hundreds of terrorist fighters have been neutralised in this different camps as confirmed by the force and captured terrorists while trying to escape the operations.

“Many more hundreds have been injured and are hiding in the forest with serious wounds.

“This explains why the terrorist have resulted to desperate attacks on towns and villages such as Babangida, Dapchi searching for medical supplies and other logistics to treat their injured colleagues, who are dying like foul in the forest.

“Overall, since my arrival here in the Northeast on the 4th of April this year, you gallery troops of Operation Lafiya Dole have neutralised over 1,015 Boko Haram terrorists.

“Also, you have impressively maintained the blockage of Boko Haram logistics supply chains and freedom of movement within the Tumbuktu Triangles.

“In a light manner, the Nigerian army intelligence core has impressively been organised and its operations has greatly improved.”

The Chief of Military Intelligence Team, through covert operations has arrested 84 Boko Haram/ISWAP logistics suppliers, informants and curriers, he said.

According to him, this has greatly disrupted their logistics supply chain and communication network, thereby tightening the blockage around them.

“It is also gratifying to note that officers and men of the Nigerian Army, fighting in close support with the combatant personnel of the Nigeria Navy Special Force Services and the gallant pilots of the Nigerian Airforce, have consistently disrupted the terrorists’ moves and done well in neutralising them,” he said

The COAS said it had also sustained some casualties while others sustained injuries while executing the operations.

“We pray for the departed souls even as you continue to look after injured ones to the best available standard,” he said.

He charged the troops to collectively match ahead without fear, put ahead without hesitation, strike ahead without holding back to end the war and secure the country once and for all.

“Like all other sectors in the country, the Nigerian Army has its own share of some challenges. This inadequacies of recent times has further compounded by the global lockdown occasioned by the COVID-19 pandemic, which has to some extent delayed the arrival and delivery of some of our much needed military equipment.

“However, our good foresight as exemplified in the investment in the local production of the Ezegwu, Concoror and the Champion Mrap, alongside other notable efforts that are profiting some of our old equipment by the Command Engineering Depot and the Special Vehicle Plant and the Defence Industry Corporation of Nigeria, have assisted in sustaining our operations thus far.

“We have also embarked on special recruitment sub commissioning exercise to cater for our manpower challenges.

“We are restructuring our forces to enable them fight better within the dictates of the new asymmetric warfare we are encountering today.

“In this regard, in the four Special Forces Command, we have trained Special Brigades and Special Forces Battalions, which have been established. Two of these battalions recently completed the special forces training and have been inducted into this Theatre.

“It is expected that the effects of their specialised training and modes of operations would be felt across the Theatre in the days to come.

“Therefore, what remains is our collective efforts as a nation and as officers and men to make good use of these platforms to end insurgency and other forms of criminalities across the country.

“The Nigerian Army on its part remains focused in dealing with the insurgency and other forms of criminalities in the country and will not allow itself to be distracted from unpatriotic elements in the society.”

Buratai lauded President Muhammadu Buhari, troops of Operation Lafiya Dole, Governors of Yobe and Borno states as well as the people of Northeast for their unflinching support to the Nigerian army.

“I commend the support and sacrifices of each and every one of us, especially those who have paid the supreme sacrifice. I charged you all never to allow the sacrifices of our fallen heroes to be in vain,” said Buratai.

In his remarks, Governor Babagana Zulum acknowledged the tremendous success recorded by the Nigerian military during the last two months and prayed to God to give the troops more strength, wisdom, courage, long life and productivity to fight the insurgency.

Zulum, who described the Eid-El-Fitr celebration after Ramadan as a month of devotion, sacrifice and spiritual rejuvenation, noted that lessons learnt from fasting include patience, perseverance, devotion, sacrifice and resilient.

“I want to express our appreciation to those that are here and to the COAS, and other high ranking military officers for the enormous support that you have been rendering toward protecting the lives and property of the displaced communities of Borno State.”

The governor noted that the security architecture has to be motivated for greater efficiency and productivity, and pledged his administration’s commitment to supporting the military to succeed in the counter-terrorism campaign.

Premier League considering ‘swapping’ stadiums for next weekend’s matches

The Premier League are reportedly mulling over the possibility of swapping venues in a bid to try and ensure next weekend’s fixtures are fulfilled ahead of Queen Elizabeth II’s funeral.

Football made the decision to postpone all fixtures this weekend as a mark of respect to The Queen, who sadly passed away on Thursday at the age of 96 at her Balmoral estate. EFL matches are set to resume in midweek while English clubs participating in Europe are also poised to return to action over the coming days.

However, there are concerns that some of next weekend’s fixtures could be affected by The Queen’s funeral, which will take place on Monday, September 19.

Civil Servants’ December Salary Threatened As FG Postpones Revenue Allocation Meeting

Payment of December salary to civil servants may be delayed as the Federation Accounts Allocation Committee (FAAC) has postponed this month’s revenue allocation meeting by four days.

The meeting which was earlier scheduled to hold today December 13th has now been moved to December 17.

The Director, Home Finance Department in the Ministry of Finance, Budget and National Planning, Stephen Okon confirmed the development in a letter written to members of FAAC.

The Federation Account is currently being managed on a legal framework that allows funds to be shared under three major components.

Under statutory allocation, the Federal Government gets 52.68 per cent of the revenue shared; State Governments, 26.72 per cent; and Local Governments 20.60 per cent.

The framework also provides that Value Added Tax revenue be shared thus: FG, 15 per cent; States, 50 per cent; and LGs, 35 per cent.

Similarly, extra allocation is given to the nine oil producing states based on the 13 per cent derivation principle.

The letter, which was obtained by THE WHISTLER on Monday night did not state the reason for the postponement.

But sources in the Ministry revealed that it may not be unconnected to the poor performance in revenue accruable to the federation account.

The letter reads, “l am directed to inform you that the Federation Account Allocation Committee (FAAC) meetings earlier scheduled to hold physically on the 14 December, 2021 at the Main Auditorium of the Federal Ministry of Finance, Budget and National Planning has been postponed due to certain circumstances.

“In view of the foregoing. I am to further inform you that the new date for the meetings is Friday,17 December, 2021 and the mode of holding the meetings would be Virtual.

“While we regret the inconveniences this change might have caused you, please accept the assurances of the Honourable Minister’s warm regards.”

Last month, the ability of Nigerian states and other tiers of government to meet their various obligations came under threat as gross monthly distribution by FAAC to the three tiers of government dropped by N68bn.

FAAC allocation to the three tiers of government and public agencies amounted to N671.9bn in November which is a decrease of 9.2 per cent from October revenue.

The 9.2 percent decline in November FAAC was due to the decrease in the revenue from Companies’ Income Tax (CIT), Petroleum Profit Tax (PPT), Value-Added Rax (VAT), Oil and Gas Royalties.

Only excise duty recorded an increase over the previous month.

This means various state governments already impacted by low internal revenue may find it difficult to finance their operations without enough remittance from FAAC.

A Federal High Court sitting in Lagos has ordered the closure of all federal marriage registries opened by the ministry, including the Ikoyi Marriage Registry, with immediate effect.null

The court presided over by Justice D. E. Osiagor held that only the local government marriage registries are empowered to conduct marriages by the provisions of the 1999 Constitution (as amended).

Justice Osiagor noted that it is unconstitutional for federal government registries to conduct marriages.

He submitted that the conduct of marriages and issuance of certificates are statutorily the job of the local governments as provided by the law.

The judge added that the acts of the Federal Government, through the Ministry of Interior, operating marriage registries is beyond their powers and held that all marriages conducted by federal marriage registries or through their agents are illegal and invalid.

There has been a legal battle between some local government areas in Nigeria against the Federal Government over who has the power to operate marriage registries, conduct marriages and issue marriage certificates.null

The LGAs had insisted that their power to register marriages was being taken over by the federal government through the Ministry of Interior.

EFCC drags Fani-Kayode to court over fake medical report

The Economic and Financial Crimes Commission (EFCC) on Tuesday dragged former Aviation Minister, Femi Fani-Kayode, before the Special Offences Court in Ikeja, over his alleged procurement of a fabricated medical report.

EFCC claimed that Fani-Kayode procured one Dr Ogieva Oziegbe to issue the fake medical report, which he allegedly tendered in before the Federal High Court in his ongoing money laundering trial.

Fani-Kayode, a recent defector to the ruling All Progressives Congress(APC), was marched before Justice O.O Abike-Fadipe by EFCC operatives for possible arraignment at about 9:00 am

NNPC reveals plans to crash prices of cooking gas

The Nigerian National Petroleum Company (NNPC) on Tuesday detailed its plans to ensure a reduction in the prices of cooking gas amidst concerns by the populace over its inflation.

This was disclosed by Mele Kyari, the NNPC Group Managing Director who attributed the high price of Liquefied Petroleum Gas (LPG) to the rising price of crude oil and its derivatives at the world market.

He stated this at the inauguration of the Emadeb Energy Services Limited’s 120MT LPG Storage and Bottling Plant in Abuja.

He, however, assured Nigerians that the NNPC Limited was working round the clock to boost the supply of LPG to ensure a crash of the price.

Kyari said, “Two things are at play; one is the supply and the other is the international price of gas. It (price) moves with the price of every other petroleum product including crude oil and its derivatives. So it is a reflection of what is happening in the international market.

“What we are doing is to increase supply. Once the supply is increased the prices will come down.”

The NNPC GMD said that the newly-inaugurated LPG plant was going to “reduce the cost of energy for Nigerians for the fact that LPG is cheaper than any other product you can think of, especially as cooking fuel.”

He commended Emadeb Energy Services Limited for building the LPG plant in Abuja, explaining that the project aligned with one of the steps the Federal Government had taken to provide gas for its citizenry.

Kyari said: “We are aware that a lot of institutions and companies are doing this across the country. We are selecting this in line with Mr President’s objectives to make this the decade of gas.”

He also noted that the global energy transition had made the investment climate very ripe for gas.

“We know that the investment climate is very ripe for auto-gas and auto fuel, especially in terms of LPG as a transition fuel globally. So, we know that this is a big market for Nigerian companies and this is one of the great companies that we have around.

“As NNPC, we will come in and we will guarantee supply. That is very important for us as a business. As you are aware, we are NNPC Limited in Nigeria and we also have to make money for Nigeria. We will be there in the upstream to provide the gas.”

That’s according to reports circulating that claim that the defender is Spain-bound, following nearly five years in the Premier League in which Rudiger has won the FA Cup, Europa League and Champions League titles.

Chelsea have been slow to renew contracts for several key stars, however. Cesar Azpilicueta, Andreas Christensen and Thiago Silva are all set to leave Stamford Bridge in the summer.

There are strong rumours that the Blues are looking to sign Jules Kounde, while Fenerbache defender Attila Szalai, a highly-rated Hungarian international who reportedly idolises Thiago Silva, has been tipped to join. 

Still, Chelsea have been expected to re-sign Rudiger.

Both Real Madrid and Barcelona have prioritised free signings amidst recent financial uncertainty – so the rumour makes sense from Los Blancos’ perspective. 

The Spanish giants last season signed David Alaba for free from Bayern Munich but lost both Raphael Varane and Sergio Ramos from their backline, after Manchester United and PSG came in respectively. Rudiger would certainly strengthen the defence and has experience in big Champions League fixtures.

Liverpool have also been linked to the 28-year-old. Jurgen Klopp is said to be a fan of Rudiger’s, with the Reds apparently keen on adding an older head to a backline that is yet to fully integrate summer signing Ibrahima Konate. 

Rudiger has a market value of around £30m on Transfermarkt.

Regardless, Hazard’s return would be an emotional one, with the Belgian having been a key figure for Chelsea over a seven-year period.

Gunmen abduct dozens from forestry college in northwest Nigeria

Gunmen in northwest Nigeria kidnapped about 30 students from a forestry college near a military academy, in the fourth mass school abduction since December, authorities said.

The latest abduction took place around 11:30pm on Thursday at the Federal College of Forestry Mechanization, Afaka, in the Igabi local government area of Kaduna state, police said.KEEP READINGCan school kidnappings in Nigeria be stopped?Children seized. “About 30 students, a mix of males and females, are yet to be accounted for,” the state’s commissioner for International Security and Home Affairs, Samuel Aruwan, said in a statement on Friday. Several staff of the school were also kidnapped, he added.

The college sits on the outskirts of Kaduna city, capital of Kaduna state, in a region roamed by armed gangs, who often travel on motorcycles.

“This is the first time that a mass abduction of girls is happening in a higher institution of learning,” Fidelis Mbah, a journalist based in the Nigerian capital, Abuja, told Al Jazeera.

“The armed men have always targeted secondary schools where younger students attended. This is a new development from their usual mode of operation.”

Mbah said that authorities have yet to comment on which group is behind the kidnapping.

On Friday morning, relatives of students gathered at the gates of the college, which was surrounded by about 20 army trucks.

Resident Haruna Salisu, speaking by phone, told Reuters news agency he had heard sporadic gunshots at about 11:30pm local time.

“We were not panicking, thinking that it was a normal military exercise being conducted at the Nigerian Defence Academy,” he said.

“We came out for dawn prayers, at 5:20am, and saw some of the students, teachers and security personnel all over the school premises. They told us that gunmen raided the school and abducted some of the students.”

Lawless region

Heavily armed criminal gangs in northwestern and central Nigeria have stepped up attacks in recent years, kidnapping for ransom, raping and pillaging.

The Nigerian military deployed to the area in 2016 and a peace deal with bandits was signed in 2019 but attacks have continued.

Within the last few weeks, 279 schoolgirls were freed after being abducted from their boarding school at Jangebe in northwest Nigeria’s Zamfara state, and 27 teenage boys were released after being kidnapped from their school in the north-central state of Niger, along with three staff and 12 family members. One student was shot dead in that attack.

Before that, in December, more than 300 boys were kidnapped from a school in Kankara, in President Muhammadu Buhari’s home state of Katsina, while the president was visiting the region.

The boys were later released but the incident triggered outrage and memories of the kidnappings of at least 276 schoolgirls by the Boko Haram armed group in Chibok in 2014 that shocked the world. Many of those girls are still missing.

Kidnapping for ransom in Africa’s most populous country is a widespread national problem, with businessmen, officials and citizens snatched from the streets by criminals looking for money.

At least $11m was paid to kidnappers between January 2016 and March 2020, according to SB Morgen, a Lagos-based geopolitical research consultancy.

In late February, Buhari urged state governments to “review their policy of rewarding bandits with money and vehicles, warning that the policy might boomerang disastrously”.

The unrest has become a political problem for Buhari, a retired general and former military ruler who has faced mounting criticism over the rise in violent crime, and replaced his longstanding military chiefs in February.
